Maryland law is very clear. The Sheriff MUST live in the county for FIVE years before he is Sheriff. So Brian Eley can not serve as second in command ( to serve in this position you must have the same qualifications as the Sheriff ie live in the county) or as Sheriff for five years after he returns to Charles County. So even if he wanted to, he could not run for Sheriff in 2014. He could not be appointed as Sheriff if something were to happen to Williams either.
Another important concern is Eley’s personal financial blunders of the past. Can Charles County afford to have someone in office to handle millions when he can’t handle his own money? Some would suggest that his position in St. Mary’s County would qualify him to handle the budget. In St. Mary’s County, the County handles the Sheriff’s budget, not Brian Eley. Smart move St. Mary’s.

Apparently Mr. Williams was asleep when he was supposed to be paying attention in the ethics classes at the FBI Academy. No wonder the rank and file officers endorsed Sheriff Coffey. I wouldn’t want a shyster as my boss either!
This is a responce from Sheriff Coffey on his web site about Mr. Williams tactics: As most everyone is aware, one of my opponents is running a very negative campaign. This includes attacking specific officers and attacking the integrity of the Sheriff’s Office.
This opponent clearly holds resentment towards many members of your Sheriff’s Office and the Fraternal Order of Police for not supporting his bid for election.
I refuse to partake in any negative campaigning. I prefer to talk about the issues and not personalities. However, I refuse to allow anyone to intentionally and maliciously spread inaccurate information about the men and women who serve our county with honor without setting the record straight.
My opponent has belittled the hard work and efforts of our Officers to reduce crime over 21% in 18 months. His accusations include an increase in District Court cases in Charles County as proof that crime is not going down. What that proves is that the closure rates with arrests for the crimes that do occur are higher now than in the past. He continues his attacks on a daily basis and this is unacceptable for a man who is attempting to gain the respect of our officers and the public.
My opponent has said and written the Sheriff’s Office has hired Officers with knowledge of questionable history that would prohibit them from testifying in court. That is NOT FACTUAL. Once again, his false allegations are nothing more than negative political propaganda.
My opponent has publically testified before the Board of County Commissioners to have the budget of the Sheriff’s Office reduced.
The men and women of the Sheriff’s Office have been dedicated public servants and for a candidate for Sheriff to want to take money out of the pockets of already underpaid officers is just plain wrong.
Knowing my opponent all too well, I can guarantee that his attacks are far from over.
I ask that you consider the source and the reputation of deception he has earned during this campaign season
before assuming that what he says is true.

Great front page story in todays INDY. Mr. Cooper makes a good point about the politically movtivated rumors. The Duck was forced to retract much of the false information. I would love to see Dave Williams and Sam Graves get together with Mr Coopers attorney and file a law suit for the slander that is being allowed my members of this and other blogs.
Funny thing is, this rumor he went on the radio to debunk that has “buzzed” on local blogs and social gatherings has NOT been on Delusional Duck.
He can feel sorry for us all he wants, and may want those who spread the rumors “brought to justice” but Delusional Duck hasn’t been part of the process. He’s barking up the wrong tree if he was implying we were involved.

JoanB, from my understandings the Supreme Court of the United States of America has already addressed the issue of content providers allowing un-true or slanderous post to be placed on their websites. I don’t have a law degree, nor have I graduated from the F.B.I. Academy, however I do believe the different topics that are discussed on the D.D. are expressed opinions of the respected duck makings said posting, and not the official views of the Head Duck, thus the Supreme Court decision upon this matter would stand and your express opinion to hold the different blogs for slander are mute. I would hope the “Sheriff hopeful”, would understand the laws of our land before he started something that has already been decided and placed in to law. Feelings may be hurt, but if it’s the truth is it really slander or deformation of character?

RR. I wish you could have respected Pauleen’s request. But oh well this is the Duck right? I understand if you don’t have a law degree but maybe you should obtain some legal advise the next time you provide such advise to others. There have been many successful awards that have involved slander and deformation on blogs. In some states it’s covered under the cyber stalking law. And sure there are some exemptions for political barbing but not the allegation that someone has committed a crime. Victims have also brought blog owners into court and for the most part have been successful. The Duck would be one good example when they have posted rules or Terms of Service for a person registering on DD. If a blogger violates such terms and the blog owner fails to take action then they themselves may become party to the slander or deformation and could be named a defendant in a civil or possibly criminal action.

I just found this facebook comment on Sheriff Coffey’s facebook page. I think EVERYONE should read it and make sure others are aware of what is going on.
“Today Dave Williams posted a photograph of an empty police car on his facebook. He claims empty police cars don’t protect people, police officers do. This is not only the most self serving post I have ever seen Dave Williams make public, but the most irresponsible. He gives the perception that he is somehow aware of the strategic plan of the Sheriff’s Office. Police presence is one of the most effective ways to PREVENT CRIME. This includes the use of police resources. This is called proactive law enforcement. Dave Williams has always been a proponent of reactive police work. Citizens of Charles County, You are LESS safe this morning thanks to the big mouth of Dave Williams. Law enforcement has been using bait cars for a long time as a tool to deter crime. But it won’t work if someone (DW) tells the criminals when its being used.
This is unbelievable! Anyone (much less someone running for Sheriff) that would spread around information like this obviously does not care about the people of Charles County! I think that using unmanned police vehicles in certain situations is a great idea. Another way that Rex is saving the department money - if it deters someone from speeding or makes a criminal think an officer is close by, without having to actually have an officer in the car - its a great idea! Its a shame that this election has turned into such a nasty one - with unfounded accusations and untruths. I thought politicians were supposed to be adults - yet some feel that they need to stup to this elementary school behavior! Shame on you Dave Williiams! RE-ELECT REX COFFEY!
Dave Williams isn’t the only one who gets phone calls from officers. I just had three seperate officers confirm that when Dave Williams was commander of Patrol, the Agency put unmanned police cars in the Bryans Road area. Dave has his little butterballs posting that this is a waste of taxpayers money, but Dave Williams did the same thing.
FACTS ARE FACTS. DAVE WILLIAMS PUT THE SAFETY OF OUR POLICE AND CITIZENS AT POTENTIAL RISK JUST TO THROW A FINAL PUNCH AT COFFEY. HIS TACTICS ARE AWFUL. ANY OFFICER WHO HAS PROVIDED DAVE WILLIAMS WITH TACTICAL INFORMATION SHOULD BE BROUGHT UP ON CHARGES TOO. I’VE BEEN TOLD THAT HIS PARTNER IN CRIME IS NONE OTHER THAN TIM CRAWFORD.
I just checked crimeports.com and found the only crimes that have occurred at the mall in the last 60 days were thefts. Shop lifting is classified as a theft. No other crimes.
You know, I honestly don’t think Dave Williams really wants to win the election! Every time he opens his mouth, he is sending off beautiful gleaming skyrockets, telling everybody that he is the south end of a horse, going north!
I have no idea what the car in that picture is doing at the mall. However, if it is a crime prevention tactic, why would the guy asking for the top cop job intentionally sabotage and compromise what appears to be a positive initiative????
First Dave Williams complains there are no cops at the mall, now he is complaining because there are police cars parked there. I can tell everyone, every time I go to the mall on the weekend with my family, there are officers walking inside. I stop and talk with them all the time.
Further, parked/marked patrol cars are used all over the country by hundreds of police agencies to deter crime and gain voluntary traffic law compliance. Heck, I have even seen news reports where agencies are using cut out replicas of both police cars and cops to reduce speeding and other traffic laws. If it works, why not use it?
Please remember, the Sheriff’s Office has had its budget cut to shreds by the commissioners. With no extra funding to create new crime prevention initiatives, I expect the Sheriff to do exactly what he is apparently doing! Look in his toolbox and, use what ever tools he currently has to their maximum benefit.
It appears my gut instinct about Dave Williams was right. All drama, no substance and most importantly, no clue!

This guy wants to be sheriff? Why would anyone let out “secret” crime fighting tools to the public? Sheriff Coffey has had his budget cut to the bone. He is using whatever methods he can find to help fight crime, and apparently it’s working as the latest crime stats prove.
This election has nothing to do with who the officers endorse, nor does it have anything to do with who the FOP endorse.
It has all to do with what the citizens think of their safety. It ain’t happening. Take a look at a six month span on search crime reports. It’s appalling just how many crimes occur around Waldorf and La Plata. Talk to store owners how they feel about theft. It drives business owners out of the area and the cost of goods up for that business. And, it is certainly not a warm fuzzy feeling when a bystander sees a scumbag steal goods at a shop.

The election will be won by who puts on the best campaign. Dave Williams is a very well respected gentleman, well schooled, and presents himself well amoungst citizens of the county.
Well euler, looks like you may be completely wrong. Last check of the early returns have both Sheriff Coffey and Tony Covington winning with 61% of the vote. Apparently the FOP endorsement, coupled with reduced crime and an effective campaign worked! Apparently the citizens of the County are quite happy and business owners are not running for the hills. As for the number of sexual predators living in the county the Sheriff’s Office has no control over that. They can live where they please (as long as they are not on some type of probation) but must register. However, the Sheriff’s Office has a nationally recognized program of registering and monitoring sexual predators and they obviously keep their thumbs on the predators because I dont see rampant sexual offenses, rapes, child molestation or child abductions. Congratulations to Sheriff Coffey and keep up the good work CCSO.
