Questions about Absentee Ballots

In today’s MdIndie about absentee ballots, “All absentee ballots are reviewed, regardless of whether or not the absentee ballots will impact the outcome of an election.”

Just out of curiosity does this mean that absentee ballots are not considered part of the electoral count?  Or do they review each ballot and then use them only if the count is close enough to where they have to count them?  Or do they automatically count them the same as if someone had used a voting machine on election day?

In most states, absentee ballots are not even opened unless the physical balloting is within a small percentage.  It was recently shown that MD just pitches them.  Makes you feel good about the process, huh?
