Cooper pointed out that with the State cutting revenues $11 million last fiscal year and maintaining a flat budget this year, Charles County is still down $11 million going into FY2011.

“Even after having the cut last August, which we implemented in September, it appears we will have additional cuts,” stated Cooper. “We will try this with a flat line budget, but it means that all spending for Charles County may cease until July of next year.” Cooper went on to explain that putting the brakes on spending entirely would equate to extreme limitations such as not being able to purchase standard office supplies such as paper, paper clips, and staples; and no travel or trainings. This budget-tightening strategy is proposed and scheduled for review by the Commissioners this week.
Overall, Cooper stressed that the major challenges to making up for the huge budget shortfall is to figure out how to maintain essential County services. “How do we fill potholes? How do we maintain our roads when Charles County has lost 95% of its highway user funds?” asked Cooper.
