Cooper Speaks Out Against Additional State Cuts to County Budgets

Cooper pointed out that with the State cutting revenues $11 million last fiscal year and maintaining a flat budget this year, Charles County is still down $11 million going into FY2011.

Even after having the cut last August, which we implemented in September, it appears we will have additional cuts,” stated Cooper. “We will try this with a flat line budget, but it means that all spending for Charles County may cease until July of next year.” Cooper went on to explain that putting the brakes on spending entirely would equate to extreme limitations such as not being able to purchase standard office supplies such as paper, paper clips, and staples; and no travel or trainings. This budget-tightening strategy is proposed and scheduled for review by the Commissioners this week.

Overall, Cooper stressed that the major challenges to making up for the huge budget shortfall is to figure out how to maintain essential County services. “How do we fill potholes? How do we maintain our roads when Charles County has lost 95% of its highway user funds?” asked Cooper.

    Saving something for a rainy day isn't such a bad idea after all, huh, Wayne?

    Not spending every nickle that comes in...isn't such a bad idea fter all, huh?

    Thanks for the stadium, the ice rink, the SUVs and the massive tax increases and all the debt that goes with it Wayne...time for you to go now.

    I hope your personal finances are in better shape than what you and your croonies have done to the county's!

    Cooper's in way over his head. He has no idea how to budget; his approach is all or nothing. It's not like this recession just started; the handwriting's been on the wall for a goodly number of years.

    His comment about no travel or trainings...BOOHOOHOO, tugs at my heartstrings. Does that mean no more boondoggle trips like the Transparency trip to Colorado? Oh, my, what a loss! tongue laugh

    So why do the Commissioners continue their push for the CCC extension?

    If the money isn't even there to fix what we already have, then will the money just magically appear for the CCC extension????

    Sounds to me as though we're being prepped for another property tax increase!!

  • 5. · Property values are on average 20% down, here--I applied for and received a 20% decrease for my 2010 property assessment from the state board of assessments to reflect the reality on the ground -and the values may go lower, yet, as foreclosures continue to dominate the Md Independent's legal section for CC with CC nearly leading the entire state of Md which is in the top 20% of total US state foreclosures .

    The great wave of quick and spurious growth the county experienced in 05-07 in the era of free flying monopoly money, and, an,if it can be built and paved for an immediate profit do it attitude - -where everyone could play with real stakes no matter what personal external risks existed is now being shadowed by foreclsures of 3 and 5 yr arms and 20/30 yr fixed with the hieght of foreclosures maybe not arriving until 2011...we have a ways to go yet..with a lesser property tax base of fewer solid property owners forced to carry the burden which shoould in these lean times only be basic necessities and not commissioner's pet cronied up public and private deals or other such commissioner self indulged extravagances

    The homes moving are the ones foreclosed on or other bank short sale bargains -some Mcmansions once selling for over 400k in Waldorf area were hitting the auction blocks at 100k...

    Look for this bunch of self enamoured commissioners -if given the chance to build the CCC and techpark on some land given to the county for other reasons which once included the citizens to in a BAU move simply jack up everyones taxes as much as they are able to fund their pet projects as they legislate and rule for a few in the bubble while putting the many on the hook to support the few at/around the local power structure. Government for, of and by the people seems like a quaint antique notion in CC

    When times or circumstances get tough, the tough get going and focus on what is vitally necessary-what is truly barebones essential - and what is not- in lean times should be stopped until better times allow for such extras.
    The govt local or national, imho, usually cannot throw more good money after bad and spend itself out of a fiscal crisis w/o unfairly punishing and indebting the average law abiding tax paying citizen well into the future of the his/her county or country. And, then ,too, ultimately that plan in and of itself may fail with no real sustained and continued means in such geographical areas to produce real commodities, jobs, and services vital to the basic process of life activities within a community with an available outsourcing ability providing product and services beyond its local market-also

    This manner of doing business by continually further indebting the average joe and sally is especially egregious in tough economic times where folks are losing jobs,homes, and tent cities are popping up in Md as in other states across the nation with the new face of the homeless which includes many families.

    No man is an island, and the local govt should not continue to treat thier lofty citizen excluded totally centralized power structure as such a private playground -this axiom provides both a moral and ethical lesson as all of our combined actions affect each other with those at the levers of govt having the ability to ably help us in lean times with a frugal an effective governance, or harm us well into the future with continued excess as they continue carry on way over the top in their own self interests-""as they don't leave no chicken on the bone"" at their personal roost of county government

  • 8. · The commissioners should take note of what Sheriff Coffey has done over the last few years. The commissioners continued to cut his budget, yet we see a reduction of crime. Drive through Waldorf on any given day and count the number of police cars you see. That is how you do it ladies and gentlemen!
